Purpose of this role
This role is accountable for the planning, management, monitoring and coordination of health and safety in the pre-construction phase of a major Fibre Build construction programme - Capex c£600m per annum delivering fibre coverage over the next five years in line with the requirements of the CDM regulations 2015.

This role requires exceptional Health and Safety leadership expertise, managing a small team who are accountable for the health, safety and welfare management of all construction projects, advising on health and safety issues during the design and planning phases of construction work, ensuring that the business and internal departments fully adhere to H&S procedures and legislative requirements, including the Construction (Design & Management) Regulations (CDM) 2015.

The role holder will need to work across the business, industry and public sectors, forming strategic relationships to align key stakeholders, influence requirements and balance all demands to ensure the business delivers and operates in accordance with the CDM 2015 regulations.
The role will be accountable for demonstrating competence, time and resources allocation to the client, the HSE and the courts where necessary.

Must have:

NEBOSH qualification is essential
Experience of working with ISO9001 and ISO45001 is also essential
Infrastructure, industrial or manufacturing background essential
Excellent knowledge of Construction Design Management (CDM) Regulations 2015
Strong understanding of hazards associated with Building and Construction projects
Experience of working in a client-facing/consulting environment
Professional skills in a number of areas such as structural engineering, geotechnical engineering, occupational health and safety, electrical and mechanical engineering
Ideally GRADIOSH and membership
Able to collaborate and work effectively across complex and matrixed relationships and utilise influencing and negotiation to reach agreement
Strong stakeholder management skills with the ability to build effective working relationships.

Project managementThe role:

To develop and implement the Health, safety, and welfare strategy for the Fibre Build, ensuring compliance with legislative requirements and industry best practice, including CDM
Accountable for the Health and Safety performance framework for all operational services within, influencing how risks to health and safety are managed throughout a project and creating an environment of continuous improvement
Working closely with the Partnership Management directorate to build strong relationships with the 3rd Party Supply Chain to improve safety performance on all Fibre Build Programmes
Accountable for developing creative and innovative safety solutions and interventions to tackle and support the drive for proactive safety management - sharing the learning and best practice with all stakeholders involved, both internally and externally.
Accountable for the relationship with the HSE and the notification to local offices of all construction work expected to be carried out and subsequent notifications, in accordance with the CDM 2015
Accountable for assisting and advising on the competence and resource allocation of the principal contractors, ensuring they have sufficient resources and provisions to enable the work to be executed safely.
Accountable for ensuring that suitable management arrangements including the development of health and safety goals are made for the project, including the performance of design audits, construction site audits and inspections.
Working closely with the Planning and Design teams to eliminate foreseeable health and safety risks and where not possible, designs steps to reduce or control those risks, ensuring regular communication between teams involved in the pre-construction phases. Redesign the Planning processes to ensure this approach is embedded within the organisation.
Accountable for the development and management of the health, safety and welfare policies and procedures, relating to construction projects, ensuring understanding and adherence, internally and externally with suppliers.
Accountable for the investigation of significant policy breaches, matters of concern or breakdown in control, identifying corrective actions and making recommendations to avoid recurrence and work closely with the central H&S team to share of lessons learned across the business.Apply in confidence
