Role Purpose:
To drive and have accountability of the delivery of multiple workstreams from approval to build through to release, completion and handover, managing the build activity ensuring it is done in accordance with our customer's policies and processes as well as NRSWA and Code Of Practice for co-ordination of Street Works compliance, ensuring the E2E process is adhered to, driving a high audit success rate, and clean handover for activation / install of services and to network assurance and or the end customer, whilst within budget and CPP. Using expertise and tenacity to overcome challenges, minimalising impact to delivery and or cost.
Key measures of success being predictable and stable net home delivery, right first-time approach to drive volume, time to delivery and delivery against schedule of works (SOW), with quality including NRSWA and Code Of Practice for co-ordination of Street Works compliance, within budget and Cost Per Premise (CPP).
Key Accountabilities & Decisions
Pre-Build
Prepare opportunity and planning support, design overview and walk out (Route feasibility), highlight local Authority and Current relationship, identification of potential SEDs and Physical Challenges, Bridges, Culverts, S58s etc including any potential traffic management requirements and Footpath and Carriageway condition and provide estimate of potential costs. Providing expert support on construction and SEDs to produce a more accurate costing for governance.
Early Contractor Engagement
Design / Planning overview and route feasibility, agree areas of extra ordinary traffic management and identify issues for the Risk Assessment into CEMAR to be managed as early warnings or that require schedule of works (SOW), date adjustment prior to confirming to ensure a fluid transition into build and delivery to enable a right first time and on time delivery.
Prepare Opportunities
Design overview and walk out, validation of multi dwelling units (MDU) premises and wayleave areas, preliminary management of premise serviceability reports. Assist planning, attend meetings, client review requirements / design as per code of practice for Diversionary Works. Understanding of CDM regulations, HSE project requirements -F10 notifiable projects along with Construction Phase Health & Safety Plan (CPHSP) Submission. Engage with CLO & LA regarding community engagement and maximising build opportunity. Support with both requirements for SSRAMS and RAMS
In Build
Management of the delivery across all workstreams using various technologies including PIA, to achieve net forecast, customer completion dates and schedule of works (SOW), to the highest quality. Ensuring required permits and SLG are in place for compliance to the NRSWA & COP for co-ordination of Street Works, collaborate with all internal and external stakeholders, Local Authorities, Police and other Utilities on Street Works, being our customer's representation at meeting's, joint visits or conflicts of works coordination's and on complaint and query management. Co-ordinate third party works, Power connections, Meter installation. Supporting resolve of any in build issues and managing these to resolution, ensuring Force is updated by the partner where needed.
In Build
Manage system work queue and ensure all project time is recorded, Progress and Forecast completion dates are updated including completions each diversionary site. Co-ordinate between Client, Contract Partner, Network and Planning for Planned network outages at diversionary delivery works stage.
In Build - Auditing
Conduct Safe on Arrival, live & Retrospective audits to ensure compliance with all current legislation and company specifications (Civils SROR/H, Cable, H&S, SLG, Code of Practice, Safety at Street Works, and Road Works), NRSWA, Chapter 8 Equipment, Contractor materials and staff qualifications). Conduct Retrospective audits coring to agreed contract and advice note LA requirements, sample selection, extraction, and analysis of results to comply with the SROR/H for depth, material and voids. Identify and rectify of build noncompliance during and post build for Cab and plant queries, failed installs, NRSWA defects and Interims.
In Build - Financial & Measures
Manage work system in conjunction with Build Manager for monthly applications for payments, Programmes, early warnings, Defect recording. Approval and financial auditing of Contract Partner payment applications & DFEs (Deviation from Estimate)
In Build - Handover and Release
Manage delivery handover to Activate & Technical Build / Business Engineers across all work streams, ensuring all required documentation and test results are submitted for activation and handover to Network Assurance / Customer. Finalisation of release sheet, ensure calibration AND Pressure certificate for Micro ducts are submitted to requirements of required standards (NSH3584), Submission of release documentation to New Releases Infill and validation of queries from Housefiles and works completion noted on workflow system.
Managing changes to build
Manage, review, investigate and approve / reject Deviation from Estimate (DFE) and SEDs, raise planning design requests (PDRs) (Support Partner with Force referrals), Identify potential PIA options to avoid SEDs & conflict of works, support planning with onsite knowledge and evidence on route identification etc.
Build Recording & Validation
Collate & record works completed via Joint measurement and submitted documentation Measure Sheet recorded for differing, complete weekly activity on NEC4 contract builds. Validate deviation from estimate (DFE's), ensure compliance with the DFE process. Maintain accurate Site Civils and Cabling Plans with progress and deviations recorded. Validation of schedule of works (SOW) fail to Gross or Net and submit validation reason within workflow system.
Final Payment
Complete joint measure, build walk out and or validations, Part Payment Process, final payment ensuring accurate to contractual Measures / Final Housefile premise release. Verify As Built is correct to the agreed completed works and Test results are in line with specification, Nodal completion certificate confirming all remedials and works completed to NRSWA1991, Relevant COP (Code of Practice) and VM specifications
Stage Diversionary works to C9 reconciliation on works flow system.
Build Completion Management
Manage partner programme for remedial, Interims and defects works, inclusive of Morpheus inspection programme (Guarantee periods). Post build investigations, cab and plant queries, failed installs, ensure compliance to SROH and VM specifications (chamber, duct cabling etc.) ensure the customer expectations are met with the delivery of our customer's product and that all systems have been updated and relevant action Items closed.
