We're looking for a candidate to fill this position in an exciting company.

Responsibilities:



* Establish and ensure implementation of the Banks monetary policy and balance-sheet risk management, the associated risk intelligence, assurance, resilience and governance strategies, for approval by the Risk Committee/Commission, in order to support the CBI in the effective management of its financial risks.
* Lead the Financial Risk function within the Organisational Risk Division and provide leadership and development of direct reports through effective direction, delegation, performance management and coaching to ensure all staff members can achieve the required performance standards and meet their own job enrichment/development objectives. Provide cover as required for the Head of Division or Head of NonFinancial Risk.
* Ensure implementation of effective balance sheet risk management with recommendations to the Commission on the adequacy of the Banks capital and reserves and provision of financial risk analytics capabilities to underpin the review, measurement and forecasting of balance sheet risk.
* Represent the Bank as a member of the Eurosystem Risk Management Committee with responsibility for development of Eurosystem-wide monetary policy related collateral and counterparty risk frameworks, full application of those frameworks to Irish counterparties, with subsequent due diligence and back-testing for compliance to ensure the CBI has influence in this forum and fulfils its accountabilities in this context. Provide high-quality counsel to the Governor/Deputy Governor (Central Banking) to support their effective participation at Governing Council on RMC related issues.
* Promote longer-term research on central bank financial risk management topics through sponsorship of research projects/mentoring team members, including presentation to international fora, in order for ORD to be recognised internationally as a leading risk management function.
* Support the chair of appropriate committees, e.g. the Financial Risk Working Group (Director of Strategy and Governance) and the Commission Risk Committee and prepare appropriate input for such meetings in order to help to enable effective internal risk governance for the Bank. Engage effectively with internal and external stakeholders to ensure the risk perspective is understood and factored into decision making (including ESCB, SSM, Monetary Policy Counterparties).
* Contribute to and influence the strategic direction of the Division, in conjunction with the Head of Division to ensure that progress against the relevant elements of the Strategic Plan in accordance with the Bank's values and leadership standards.
* Contribute to the definition and implementation of the Bank's discretionary investment strategy and associated risk management policies in accordance with the Commissions approved risk appetite as defined within its Statement of Investment Policy and Principles.

Requirements:



* A Master's degree or equivalent professional qualification in the area of risk, finance, or any related professional discipline.
* Extensive experience at management level, to include significant experience of (i) central bank economic and financial policy making, (ii) financial markets and instruments, (iii) ESCB committee experience.
* Advanced Risk Management Skills: Financial Risk Management.
* Senior Management Skills: Strategic Planning, Resource Management, Governance.
* Financial Markets: Financial instruments, regulatory frameworks, market participants, financial risk measurement.
* Advanced stakeholder management skills are a prerequisite. This role requires an ability to influence successfully senior stakeholders at CBI and ESCB level to ensure the risk perspective is understood.
* This role holder is required to have the ability to explain complex issues in a nontechnical manner in order to ensure that governance bodies understand clearly.
