Business Analyst

Position: Business Analyst
Duration: Two-year, fixed-term contract
Location: Dublin 2

Role:
Our public sector client has recently adopted a new ICT Strategy which encompasses a large and challenging body of work, work which is essential to support legislative and other changes affecting its services and operations. The role of the BA will be responsible for defining/documenting processes and process improvement. They will also be responsible for the gathering of requirements for new or redeveloped information systems. This is a critical post for the implementation of the strategy. In fulfilling this role, he/she will also steer the organisation to maintain a leading position in the efficient and effective use of modern technology.

Responsibilities
• gathering and analysing data in support of business cases, proposed projects, and systems
requirements across all business areas
• elicit business requirements using interviews, document analysis, requirements workshops, surveys, business process descriptions, use cases, scenarios, business analysis, workflow analysis, etc.
• challenge users and business units in regards to their assumptions, “as is” processes, and requirements
• critically evaluate the information gathered to distinguish non-essential user requests from the
underlying business needs
• interpret the business needs and translate them into a specification of requirements.
• analyse information needs and business requirements and deliver as needed: process flow diagrams, data models, functional requirements, use cases, interface designs
• constantly strive to introduce better business processes where applicable and to clearly distinguish where technology will introduce efficiencies and where it will not
• identify where business process improvement is dependent on non-ICT resources and to champion non-automated solutions and improve processes and procedures where necessary collaborate with suppliers and business subject matter experts to establish the technical vision and analyse trade-offs between cost, functionality, usability and performance needs
• project-related responsibilities to deploy new solutions and/or enhancements to existing applications
• ability to produce information architectures as necessary
• ensures testing of new applications / system enhancements meets requirements
• assists in development of training modules for end users on new / modified systems and processes
• provides business user handholding during go-live
• serve as a conduit between business units, the ICT Unit, and application development or support teams at suppliers
• mentoring and skills transfer

Requirements
• ideally a third level qualification at a higher level
• a recognised certification in Business Analysis or Business Process Analysis
• at least three years’ relevant experience as a Business Analyst
The ideal candidate will also have:
• a recognised Project Management certification
• exposure to delivering solutions in a CRM based environment
• understanding of database designs deriving from information architectures based on detailed business analysis

Competencies
The competencies required for the post include the skills and experience needed to:
• understand, improve and document business processes
• excel in the specification of software applications and ICT solutions
• run and manage workshops
• communicate effectively at all levels – from Board members to junior staff members
• excellent diagrammatical skills in producing workflows, process diagrams etc. e.g. crows feet notations, swim-lane diagrams etc.
• make effective use of Microsoft Office and Microsoft Visio
• expertise in getting the most out of busy people while driven by tight project timelines
• ability to multitask – multiple projects ongoing at the same time
• write clear, concise and practical documents
• influencing skills – knowing what the best solution is and driving the reasoning behind adopting same home
