The successful candidate must have the following capabilities: 

·        A proven ability to effectively influence and communicate cross-functionally with all levels of management and having exceptional verbal and written communication skills. 

·       A proven ability to progress the details required within a business requirements specification while also keeping the EPA's bigger picture in focus. 

·       A proven ability to define requirements (both functional and non-functional) for legacy and/or developing 
- systems, 
- data models, and 
- infrastructure. 

·       The EPA expects that this proven ability will accelerate understanding of the EPA's key systems (LEMA, EDEN, ALDER and legacy systems). 

·       A demonstrated ability of working in a development environment, preferably using an Agile development methodology where business requirements can be translated into development code and on into test scenarios. 

·       The EPA expects that this demonstrated ability will facilitate how the successful BA candidate will work with the development teams and that the successful BA will bring to the EPA experiences and suggestions to help improve current processes and procedures around the business requirements definition and technical implementation of those requirements. 

·       A demonstrated understanding of Service Oriented Architecture (SOA) and familiarity with the technology platforms used by the Agency (primarily CRM Dynamics, Team Foundation Server, SharePoint) and with the capabilities of the technologies in terms of business processes. 

·       The EPA expects that this proven ability will accelerate understanding of the EPA's key systems (LEMA, EDEN, ALDER and legacy systems). 

·       It is desirable that the business analyst would have a good understanding of what spatial analysis can add to a business process. 

·       In some business areas the use of spatial analysis has proved to be a significant labour saving advantage. It is expected that, for appropriate business areas, the business analyst will be open to exploring the use of spatial analysis (typically via GIS) as an element of a business process. 

The successful candidate must have: 

§ Five (5) plus years of Business Analysis experience in a corporate or public sector environment with two (2) current referees in this area. 
§ Excellent spoken and written English 
§ Excellent problem solving skills 
§ Familiarity with Agile methodologies 

The successful candidate should have some or all of the following: 

§ Qualification in computer science/business information technology or a comparable qualification with the corresponding professional experience. 
§ Qualification in Environmental Science or a comparable qualification with the corresponding professional experience. 
§ A good understanding of environmental processes and IT systems in use in both the EPA and within the various stakeholder organizations such as Local Authorities. 
§ Experience of Team Foundation Server (TFS) 
§ Good working knowledge of standard Microsoft platforms used by the EPA specifically CRM Dynamics, and SharePoint. 
§ Good understanding of web services and the development of web services, including service contracts.
